Description

Do you handle cases involving an allegation that a minor committed a sexual offense?  Have you ever wondered whether charges might be more appropriately filed in Adult Court versus Juvenile Court?  If so, this training is for you.  Deputy Maricopa County Attorneys Mike Minicozzi and Rachel Phipps-Yonas will start by providing a brief overview of the relevant statutes/rules relating to prosecuting a Juvenile accused of a sexual offense.  They will then offer their insight into the pros and cons of prosecuting a minor in Juvenile Court versus Adult Court.  Finally, this training will conclude with specific case studies to help illustrate the various options for handling these difficult cases.

Michael Minicozzi is from Phoenix, Arizona.  He attended law school at the University of San Diego School of Law in California.  Mr. Minicozzi graduated from law school in 2006 and immediately began working for the Maricopa County Attorney’s Office where he spent the majority of his time in the Juvenile Division.  In 2008, Mr. Minicozzi left the Maricopa County Attorney’s Office to obtain an LLM in biotechnology law from Arizona State University.  Mr. Minicozzi returned to the Maricopa County Attorney’s Office in 2012 but not before working for the Maricopa County Superior Court as a criminal staff attorney for several years.  In 2013, Mr. Minicozzi joined the sex crimes bureau where he has remained assigned for the last eight years.  In 2019, he became the bureau chief of the westside Sex Crimes Bureau.


Rachel Phipps-Yonas Related seminars and products

Rachel Phipps-Yonas was born and raised in Minnesota. She attended law school at Hamline University in Saint Paul, MN before moving to Arizona in 2003 and getting a job with the Maricopa County Attorney's Office. Ms. Phipps-Yonas worked in MCAO's adult sex crimes bureau from 2005-2015 before transferring to the Westside Juvenile Division where she is currently handling the juvenile sex offender caseload.
