Rachel Phipps-Yonas was born and raised in Minnesota. She attended law school at Hamline University in Saint Paul, MN before moving to Arizona in 2003 and getting a job with the Maricopa County Attorney's Office. Ms. Phipps-Yonas worked in MCAO's adult sex crimes bureau from 2005-2015 before transferring to the Westside Juvenile Division where she is currently handling the juvenile sex offender caseload.
