Tohdenasshai Committee Against Family Abuse

Carmelia Blackwater is the Executive Director for the Tohdenasshai Committee Against Family Abuse, Inc. (TCAFA, Inc) located in Kayenta, Arizona on the Navajo Nation.  She is 51 years old and has been married to her high school sweetheart for 33 years and lives in Dennehotso, Az.


Mrs. Blackwater has served 16 years with the Navajo Nation in varies capacities; She worked as a Chapter Manager for 12 years focusing on community development, as a Probation Officer working to hold offenders accountable, and as Senior Center Supervisor working with elders, preparing and delivering meals to them.


Tohdenasshai Shelter Home (TSH) is 501 (c) 3 Non-profit organization established by a community-based grassroot committee to provide assistance to victims of violence in the community of Kayenta, Arizona in 1982.  Since the incorporation of TCAFA, the shelter has expanded their services to include assistance to Sexual Assault Victims, Teen Dating, and Elder Abuse. Tohdenasshai Shelter Home is a 45 bed emergency shelter for victims of violence. 94% of the clientele are Navajo citizens, mainly comprised of women and children.  TSH Residential services include housing, meals, case management, individual and group counseling, support/education groups, safety planning.


In this time of COVID-19, support for our Navajo relatives and employees are paramount in our health and safety plans.  Our shelter never ceased operations during the shut downs and our policies do not allow us to discriminate, even against C19 positive victims.
