Description

Crime victims are currently forced to navigate the shifting criminal justice landscape because of COVID-19.  Prosecutors and victim advocates play a critical role in ensuring that the courts changes still adhere to Victims’ Rights.  This training will identify strategies prosecutors can employ to protect these rights.

Karen Pugh has been with the Maricopa County Attorney's Office for almost 14 years and began her career with the office as an intern in the Appeals and Trial groups. She has specialized in a number of Bureaus where she has prosecuted such crimes as Fraud and Identity Theft cases involving complex issues and voluminous discovery, Family Violence cases including Domestic Violence and Child Abuse, and Homicide cases. She is currently the Training and Development Bureau Chief where she trains MCAO's newest employees to ethically and fairly prosecute cases.

Mischa Hepner has been with MCAO for almost 6 years. Before that she was a prosecutor at Pinal County for 5 years. Mischa has been handling dangerous and complex cases for more than 10 years. Mischa worked with crime victims for just over 3 years at the Arizona Voice for Crime Victims (AVCV) where she provided pro bono representation to sex crimes victims and homicide next of kin. At AVCV she litigated constitutional and statutory issues including privacy rights, restitution, safety issues, notice, and the rights to be present and heard. She successfully litigated evidentiary disclosure issues including the landmark Ninth Circuit case, Kenna v. USDC, guaranteeing the right of federal crime victims to be heard at sentencing. Mischa was the recipient of the 2019 MCAO Victims' Bill of Rights Award.
