Samantha Caplinger is an Assistant Attorney General with the Fraud and Special Prosecutions Section, where she handles cases involving sex trafficking, human trafficking, child exploitation, and internet crimes against children. Prior to this, Samantha worked as a Deputy County Attorney with the Maricopa County Attorney’s Office. There, she was assigned to the Sex Crimes Bureau where she handled cases involving sexually motivated crime, including the human trafficking of minors. Prior to working in the Sex Crimes Bureau, Samantha was assigned to the Community Based Prosecution Division where she handled a variety of cases involving crimes occurring in the southwest area of Maricopa County. She graduated from the University of Arizona James E. Rogers College of Law in 2012.

Sergeant Doty is a 27-year veteran of the Phoenix Police Department. He has been assigned to the Drug Enforcement Bureau’s Human Exploitation and Trafficking Unit for the past 5 years and was a former HEAT Detective himself. Sergeant Doty supervises an undercover squad responsible for proactive enforcement related to sex and labor trafficking, customer demand reduction and the dismantling of illegal enterprises related to human trafficking. Sergeant Doty is also the police supervisor for the FBI Child Exploitation and Human Trafficking Task Force. He has held numerous investigation positions to include: Organized Crime, Sex Crimes, Violent Street Gangs and Professional Standards.

Sergeant Lien has been employed with the Mesa Police Department since 2003. Prior to promoting to sergeant, he worked as a patrol officer, Gang Unit detective and Special Investigations Unit (SIU) detective. While in SIU he worked as a strict undercover detective. While in the Gang Unit and Special Investigations Unit Sergeant Lien participated in several multi-jurisdiction operations and task forces. Sergeant Lien promoted to the rank of sergeant in 2015 and was assigned to lead the Mesa Police Department Human Exploitation and Trafficking (HEaT) Unit in 2017. Sgt. Lien has run several proactive human trafficking operations focusing on victim rescues, buyer suppression and trafficker suppression for adults and children.

Blaine Gadow currently serves as Section Chief Counsel for the Fraud and Special Prosecution Section of the Criminal Division of the Attorney General's Office. Previously, Blaine worked as an assistant attorney general, focusing on sex trafficking and sexual exploitation cases for the Attorney General's Office. Prior to his arrival at AGO, he was a deputy Maricopa County Attorney. At that office, he served as the Bureau Chief of the Family Violence Bureau and as an attorney in several other parts of the office, including sex crimes, gangs, and trial division.
